Fomer Executive Director of the National Center for Missing and Exploited Children
Jay Howell is a partner in the law firm
of Anderson & Howell in Jacksonville Beach, Florida. For the past
fifteen years his practice has been limited to litigation, legislation
and advocacy on behalf of children and crime victims.
Howell served four years as a state prosecutor in Jacksonville,
specializing in cases involving child abuse and sexual crimes. In 1981
he was appointed Chief Counsel to the United States Senate Subcommittee
on Investigations and Oversight. As Chief Counsel, he conducted Senate
investigations and drafted federal legislation addressing the issues of
missing children, child kidnapping, child pornography, and the
investigation and apprehension of serial murderers.
From 1984 until 1987 Howell founded and served as the first
Executive Director of the National Center for Missing and Exploited
Children in Washington. While serving at the National Center, he
authored various publications concerning child safety and advocating a
wide variety of state legislative initiatives designed to protect
children.
He has authored state and federal laws addressing the issues of
sexual predators, missing children, the protection of child witnesses,
the privacy rights of child abuse victims and other issues concerning
the legal rights of children and crime victims. He has served on the
Florida State Crime Commission and on the American Bar Association's
Task Force on Questioning Children.
