North Carolina mental health authorities knowingly put a convicted predatory pedophile in charge of medical care at one of the state's mental hospitals, where he had access to vulnerable patients, including children, reports the Raleigh News and Observer.

Dr. Robert C. Owens was convicted in 1989 of sexually assaulting a 9 year-old girl who was at a sleepover. His medical license was reinstated three years later by the state medical board on the condition he move 100 miles away and not treat patients younger than 13.
