States should invest in "real safety" |

California has agreed to pay a $20 million "settlement" to Jaycee Dugard, the girl who was abducted in 1991, held captive in a California parolee's backyard until 2009 and gave birth to two of her rapist's children. The alleged abductor, a convicted kidnapper and rapist, was on parole for 10 years during Dugard's captivity.

PROTECT warned Gov. Schwarzenegger in 2006 about the danger of not investing in "real safety" -- properly monitoring sex offender parolees. We will never know how soon Dugard could have been rescued had her alleged abductor been properly monitored. We simply cannot cut corners when it comes to child protection. The stakes are too high.
