Children are likely to meet their appointed lawyers the day of court, have their cases plea-bargained without any investigation of the facts and suffer from general lax and ineffective representation.
That's the normal state of affairs in Illinois, according to a new report by the Children and Family Justice Center at Northwestern University and the National Juvenile Defender Center. The study, Illinois: An Assessment of Access to Counsel & Quality of Representation in Delinquency Proceedings, can be found here.
