As chair of the Kansas legislature's Health and Human Services Committee, Rep. Brenda Landwehr (R-Wichita) has the ability to get changes made at the Capitol. And Landwehr says the change she wants is more openness and accountability from Kansas social services.

"How do we know that something's broken," says Landwehr, "when we can't even look at something we suspect is broken?" The lawmaker says she plans to introduce a bill that would open up files to public scrutiny while protecting the privacy of children and families. She says confidentiality has often been "a tool that has been used by the government to hide behind."
