Probation officers clean up after Judge Dowd of Kansas |

Topeka Judge Matthew Dowd made national news earlier this year, when he sentenced 39 year-old Paul Cisneros to probation for giving a 14 year-old drugs and alcohol and sexually assaulting her.
But in the wake of the Dowd scandal, probation officers found that Cisneros violated his probation by using marijuana. Now Judge Charles Andrews has ordered Cisneros to serve the rest of his 13-year sentence in prison. The lesson here will be missed by many, but PROTECT members will understand it: when convicted sexual predators are released by the courts, our communities are not protected by "Megan's Law" sex offender registration or GPS gadgets. Real safety comes from having law enforcement impose actual surveillance and restrictions. Topeka probation agents deserve a hero's parade for doing what Judge Dowd would not.
